**In need of a tutorial on how to setup votifier with pmc**

I have installed the plugin, installed a listener for it, configured it to my specifications and now I am stuck on linking it to planet minecraft. I have gone to "Update this Server" then to "Votifier" and I have put in my ip(69.254.207.8), port (8192) and my public key pasted from the plugin, but why does it say it cannot connect?
