Most of the time when I bump my server, I get 5-15 new people and after 30 minutes, they all leave. Idk whats the cause of this and can somebody help me with some advice to make the server worth staying on?

Give them good stuff to star out with
be nice to people on your server. start out by having a good starter kit my normal starter kit for my servers are 32 diamonds, 32 iron, 32 gold, 32 emerald, 2 stacks of wood, stone tools and leather armor. another way to do it is to put your self in the players shoes.
like when you first join a server you don't want to find out every one is mean and are snobs you want to be able to make friends easy, enjoy and have a lot of fun. another thing to do is make sure that each player has enough to get started on aether a faction a house that's why i recommend the starter kit. if your admins are being a little mean to the players or if you punish a player just because your board then what i tell you to do is run off into the wild and give yourself a big project to work on so you don't get board.
and if you don't know what its like to be a new player on a server. try joining one and see how it is and take notes along the way. and make sure to treat your players how you want to be treated on a new server.

The starter kit is a stack of logs, a diamond block, full iron armor, diamond equipment and 2 stacks of exp bottles.
Seeing you say 2 stacks of exp bottles. Careful about noobs walking in and throwing it around. Can and will cause major lag.
Although your server is going to be very corrupt, because there is going to be diamonds everywhere, this is a good starter kit.
Don't use an idea that'll make a newbie have to wait a couple days to get promoted from. Add stuff like Factions and games. Talk to the new users that just joined. Ask if they need any help with anything. Entertain them. I've kept many users just by going to their house and helping them build a bit of it in Creative mode. (Just don't spawn sh*t like diamonds for them, they will just ask for more).
I've asked new players but they always reply, "this server looks nice" or they dont reply at all. When you join, you get a pretty good Starter Kit with exp bottles, weapons and armor. You can create a faction as soon as you join. Users have a /helpop command which messages online Mods and Admins for help.
No, you are going to need staff members to check that a user has completed a task, and another tip is to make sure that the staff members are not strict when a person builds a house and farm, but staff has to become strict when they get to higher ranks, like build a 30 room house. Hope this makes sense...
Forget to mention this... You can program it to detect stuff depending on what the rank is. If the rank requires you to wear full diamond armor, you can ask someone to program that for you, but if it is build a house, minecraft (JAVA) cant understand what a house looks like, only real people can.
Hi, a good way to keep people on your server, is to have a very easy spawn to get through. Also a few objectives are also helpful. For example you can have ranks, and the first rank can be build a house, the second is build a farm, and the third could be fill 4 double chests with cobblestone, etc. Hope this helped!
The Spawn isnt too hard to go through. You spawn in a Portal Hub and can go through a Survival Portal, Creative Portal and PigWars Portal.
Heres an album of the spawns: http://imgur.com/a/JGmSw
I have been thinking of an achievement system or ranks like [1] [2] [3] And you rank up with money and gain permissions.

I like that idea but is there a way to automatically detect once these "tasks" are completed?
More or less get a community really quick, people like other people in-game and won't like it by themselves. Make sure to get a constant stream of some of the same people that are welcoming and decent and that might help you out a bit, also yeah, make sure you have mini-games like spleef and mob arena. You don't necessarily need those two things but if you're not a raiding server it would probably help out! Hope this helped!
Lots of people like playing on servers with lots of people to PvP and raid, but my problem I have is how can I get more players? I had 24 people on before then after 15 mins, it drops down to 4. I have a gun world people can play on, but nothing much is on it yet, I still need to add more guns, gun shops, towns and more to the world.
How interactive is the server? Do you have games to play, courses to go on (parkour), support for all gamemodes, and a pvp world/area? Appealing to everyone in a convenient way would most likely help. If you would like any suggestions feel free to visit my server at 67.80.16.76
You spawn in a portal room which gives you options of: Survival, Creative, and War (aka Piggy Warfare). The Piggy Warfare world is a gamemode im working on which contains guns and more. The Survival world is a factions raiding server with shops and farms. We have a /helpop command which sends messages to online Mods and Admins for help, which never go unanswered. Things you could do in the server are: Build a base/faction, raid others, make money, build in the Creative world, shoot guns in the War world.
