I Need With My New Server!

Hey Can I Have Help Setting Up My New Server I Am Not Using Bukkit And I Think That May Be A Problem. But I'm Just Here For Support. I Need Help Setting Up A Server That Can Run Every Time I Open The Minecraft_Server.exe Because When I Log Off My Laptop And Go Back On To Start Up My Server It Says FAILED TO BIND TO PORT.

Failed to bind port normally means that the port is being used by something else or that your firewall is preventing the port from opening, so the thing you should do is check your firewall settings and allow the port to pass, or you can turn off your firewall BUT be cautious as this may make your PC vulnerable to attacks.
