Needing assistance in bukkit server

I get this error when I try to start the "start_server.command" file I was told to make.
"The file “start_server copy.command” could not be executed because you do not have appropriate access privileges."
That is the error.
I tried changing privileges but it didn't help at all
Any suggestions before I put a fist through my laptop?

i got that problem to and it says that because you already have the starter script open or you have the start command open
