New plugins not being recognized...

Hey so im using mcmyadmin which I have never had trouble with up till now.. The problem is when i add a new plugin via ftp or through mcmyadmins plugin install tab it wont recognize it, It will upload to the right directory but it wont load and create its config file.. I have tried /reload /reload all and restarting the server its funny because if i delete a plugin from the ftp it will recognize it being deleted :/ HELP PLEASE

If rogues method doesn't work its either 2 things.
1) Its an Internal Error
2) The plugin is out of date.

Stop the server, then upload the plugins.
