Non-Opped Players Cannot Break Blocks out of Spawn?

Before I get yelled at for creating a new topic on an issue previously resolved, I'd like to say I've tried everything I could from searching how to fix this problem.

PROBLEM: Non-opped players cannot break or place blocks outside of spawn area in my Factions server (hosted by MCProHosting)
