Normal Players can't open ChestCommand menu

So. I recently started a server, and I've been setting up all the plugins and everything for a few days now. I have come across an issue where normal players cannot open the ChestCommand menu I have set. However, They were able to do so before. I need help, because I do not know where or how to set the permission of the menu to true or allow or whatever it may be. My only other thoughts are maybe two plugins are interfering, so here is a list of the plugins I have installed on my server:
