It's not always about FPS. Yeah, if it gets too low, you won't be able to do anything. But remember that even at 30-40 FPS and Sildurs Shaders at Medium with Optifine running, I'm still able to play without issue. Is it perfect? No. But it is pretty nice.
Just keep looking around. Not all shaders are going to run the same on a single computer. You can find some pretty lightweight ones out there if you look hard enough.
