No one can connect to my friend's server

So the first thing you will want to say is "Is it portforwarded? IT IS and people were able to connect just a few weeks ago, but now no one can connect but him. Like i said the server is portforwarded and he has a static ip so the ip hasn't changed, i am using the right ip and port, and we have tried changing port and everything. So please help
