The obvious solution is to get rid of optifine...
This thread should be done now, right?

I dont even use a resourcepack even if i limit the fps whit optifine doesent do anything
Block/Pvp Lag stays

No matter what server im playing whit optifine

I play a usa server i get 110 ms which is good for europe
And my server i get 26 ms

Survival/Creative dont make a difference whit my lag

Maybe you are using a resource pack to cause lag.Or maybe you did not fix the optifine settings to decrease fps and/or block lag.

try doing all the block placing and pvp without optifine installed first and see if it makes a difference, block lag and pvp lag is more often than not either the server you're playing on or your internet connection. If the problem still persists then come back to this thread

It is possible that your download and upload speed is not enough to have a enjoyable performance. The only real fix is to try and find servers which are hosted in your country.

How can it be to high if its a intel i7 quadcore @ 2.4ghz

which is far above recommended:

This what mc says about recommended specs
CPU: Intel Core i3 or AMD Athlon II (K10) 2.8 GHz
CPU Speed: Info
RAM: 4 GB
OS: Windows XP or better
Video Card: GeForce 2xx Series or AMD Radeon HD 5xxx Series (Excluding Integrated Chipsets) with OpenGL 3.3
Sound Card: Yes
Free Disk Space: 1 GB

Those are the suggested, you should take note that this is probably a laptop, and all i7's aren't as powerful. You should also consider that MC doesn't support multithreading from what i know of, so having quad core is completely useless.

Also that is the "recommended", it does not say that it will be perfect.

I would say just remove optifine. Your computer seems really good without it. Vanilla Minecraft supports multiple cores now, so I don't see why you would really need, unless you want that cool zoom feature.

Also for the lag issue, I suggest fine tuning your settings. Just take about 5 minutes to go through all the settings optifine has to offer, and adjust them until you see an increase. I think optifine is aimed towards the group of people who get around 30 or 40 fps and are really suffering without it.

when you install optifine, it may be turning on settings through out the game that are too high for you computer. you could try turning off better grass and such, but others than that I would just recommend to not use optifine.
