I just saw people that have custom optifine capes
(Jckt, graph guy, and one more that I forgot) and I have been wondering if theres a way to plant a png file (a cape) in to program so I will have any cape I want even if its HD so other players could see it too
Any ideas?

No, the Optifine API doesn't support images. Trust me, I've been trying for a while. Unless you can get the owners of Optifine to add the funcitonality, it's not possible.
You have to give the poor workers at optifine some money so they can eat. Then after your heroic action they will give you a banner to stick on your back.

No, they asked if you can import a PNG file to the cape. Your tutorial does not cover that.
