I just made a Bukkit server on 1.7.10, and it was working great. However, when by brother (same house) tried to join, he got the error java.net.ConnectException: Connection refused: no further information. I'd only used the server with localhost, and hadn't tried my actual ip. I've done everything that every forum post or video has said to try, and none of it works. As far as I know, my port forwarding is all correct. Any advice?

Glad to help.
Fixed it, just opened up the ports via the control panel for localhosting, since I don't plan on having people outside of my network on the server. Thanks for the help, though.
*Check with your parents before doing this*
Go to the windows start menu
Go to the search box and type in "firewall"
Go to firewall.cpl
Go to "Turn Windows Firewall on or off"
Select Turn off Windows Firewall
*You should be fine. Make sure public networks stays on though, just turn off private and don't let any hackers onto your network.

I'm hoping to have a few friends on the server too. Localhost produces the same error unless I use it on the computer running the server, and connecting via the IP doesn't work on my computer either, so it's not just his computer. Also, I've looked at tons of port forwarding guides and none of them work, so I don't know what I could be doing wrong. I'm using Windows 8 if that helps.
If you want JUST your brother to join it should work with "localhost" as ip. If not you're probably portforwarding wrong.
Could you give me the ip so I could check it out to see if its everyones problem or just his computer.
