Others Cannot connect to my Bukkit server

I already port forwarded my gateway router and I have my IP set up to be static instead of dynamic. I am able to my server using my internal IP but when I give my friends my external IP or I try to connect to it my self is says the connection timed out or connection refused or something like that.

Yes I do start up the server starter before I actually try to attempt to go onto my server. Its just that when I type in my external ip (The one from whatsmyip.org if I am correct) it just says connection timed out or it was refused. I also cannot connect if I just type in, "Localhost"

I'm positive its not my firewall but i'm not sure if my router is blocking it somehow.
