Pause after executing a command?

Hello all of the users of PMC,
I've been running a server for quite a while, but one thing that I can never get a solution to is a plugin that allows you to have to wait a certain period of time AFTER you execute a command. It has become a growing problem on my server when someone is in the faction world and executes a command such as /creative (a custom command) and then they immediately teleport away before being killed. It's very easy to set a warp called "creative" but then you have that unprofessional "Warping to "warp name" which is very annoying and disgusting looking. If anyone has any idea/plugin to solve my problem, I would greatly appreciate your help in my problem.

Example of a possible plugin:

You would have to wait x amount of seconds until the actual command executed.

Example:
Jill types in the command "/example". She then has to wait x amount of seconds until the command actually does what it is suppose to do.
