I have done everything correct( i think ) to create a server, If you can help in anyway please tell me. Details:

Make sure you've ticked the 'Publish Live' box on the submission page; if you don't, it gets saved as a draft. Also make sure that you're server is running and, if you've got a dynamic IP, make sure you've got the No-IP dynamic DNS client running and set-up too.
This might be a really stupid question, but what is a Dynamic IP?
A dynamic IP is one that is automatically assigned to you when you connect. Unlike a static IP, you only get a dynamic IP until the lease expires -- static IPs are expensive but never change. If you don't want to have to manually change the IP on No-IP, then you'll need their client, but check if yours is static or dynamic first.
