i set up my server but when people try and join is says "connection refused: connection" what does that mean and how do i try and fix it?

Need more information. "Connection refused" is as good as saying "it's broken".
are you trying to host it on your own computer?
are you giving out 192.168.x.x ip address?
are you able to connect?

no my ip isnt a 192.168.x.x and i am able to connect its just other people cant and ya im hosting it on my computer help if you could help that would be awesome !!!!
Okay, so your problem is likely to be port forwarding.
- Make sure your giving others the external ip: http://www.whatismyip.org
- setup port forwarding for your minecraft port (varies from router to router, google is your friend). Typically you would edit your router settings by typing the routers ip in your address bar, eg http://192.168.0.1
