People dont drop items on death

On my server when people die, their items are just deleted. they don't drop on the ground like they should. I cant figure out what I need to change. Anyone else experienced this problem or know how to fix it?

My plugins are essentials, no cheat plus, factions, and back from the dead. I thought it may be no cheat plus but changing the config there didn't seem to do anything.
