Performance issues?

So I have had this performance issue for as long as I have been playing Minecraft(3 years) but I never really noticed how bad it was until I realized I can hardly have a stable FPS on certain servers. I recently have had this interest in reviewing servers and mods, but I can hardly do so with having an average FPS of basically 4 on any of the good servers.
On small servers without much(Such as straight up survival or vanilla), I have an FPS of about 18-24, which I can deal with. Its just on these more complex servers my main problem is the RAM usage. It has 2730 MB at its disposal, yet for some God awful reason it uses 9% of it. Allocated memory is the same, if it matters. My main question is how can I get it to use more of it?
My Specs are:
Processor: AMD E1-1200 APU with Raedon HD graphics, 1.6 GHz(Could that be the problem?)
RAM: 4, but 3.57 usable.
System Type: 64 Bit based.
OS: Windows 8
