Permissions for my server need help

i dont know how to fix the permissions at all im using permissionsEX and hoped someone could help me.

the plugins i use are:

chatmanager,iconomy,worldedit,worldguard(does world guard work with towny?),modifyworld,jobs

these are the ranks i need (the ones who are blank im unsure of since this is my first time making a server so if any of you are experienced with these kinds of things please give me advice/suggestions)and what i need them to be able to do:

owner:everything

admin:everything

moderator:

trial moderator:

major:

citizen:

settler:

guest:place and remove blocks no commands

im also looking for somewhere to host the server because i dont have enough space/speed to be a good host for the server it crashes all the time and just wont work good enough
