Permissions Help

Ok, so I have a server ive been trying to set up for the past month almost. I have enough staff for the time being, spawn and town is done, and a parkour arena is in the making. Theres one thing, as the owner, I've been trying to do: the dreaded permissions. I can't get them to work. Players enter as guest rank, and unless they have op they cant do any commands, even if i put them in admin group. For some reason they need op. I want to know if you can do the perms, or at least help me. Here's all the info you need:
Heres my plugins: bChat Manager, BPermissions, Essentials (i only have the main jar file and the EssentialsSpawn.jar installed), World edit, World guard, AntiCheat, ChestShop, DisguiseCraft, Multiverse Core, NPC Warehouse, SWatchdog, Ultimate Arena, and SimplyVanish.
Groups;
Default: Guest
Guests can build, mine, and do anything to survive, as it's a survival server. They will also have basic commands like spawn, help, and will be able to use Lockette.
Their prefix will be &e[GUEST]
Moderators will inherit guest commands and be able to ban, kick, disguise themselves, use npc warehouse, world edit, and simplyvanish, and can make chest shops. Their prefix will be &0[M&2OD&3ER&8ATOR]
Admins can do anything, so i will simply op them. their prefix will be &3[A&4D&5M&6IN]. The head admin will have the same things, just a different prefix and can tell the admins what to do. Here's their prefix: &a[&6H&aE&6A&aD&a_&6A&aD&6M&aI&6N&a] the coowner will have all commands and so will i. heres our prefixes:
