Permissions Ex Help

I've been recently making a new server but cant get a right direction of ranks. PermissionEx. The first time I did it I couldnt even do nothing nor could I edit it on the panel. Could anyone help? I'll give credit to you and so on. What information I need:

How to make ranks and how to set permissions on it.
