Permissions Help

Hello, I am creating a new server..but for some reason when I attempt to edit permissions so that Admins will be able to have world edit, either i give them "- '*' " and it doesn't work for them, and when I give them all the world edit permission nodes every group can use it. Anyone have an idea as to what is causing this?

Do you have groupmanager installed? because if so that takes place of the permissions!
