PermissionsEx is the most powerful, easiest, and most supported as of today.

I agree. They even have a permissions.yml example and most plugins will show you the permissions nodes somewhere on their bukkitdev.
PEX is what I use. If you have that, then I can help you with just about any plugin

I use PermissionsEx+Chatmanager. Works greatly. I know all about it
