My permissions.yml file is being rejected by the console and saying "a internal error has occurred"

all the group names need to be pushed in 2 space the first group doesnt have a name and the spacing on the permissions nodes is weird on a coupla the groups...
i have done what you have said but the plugin is still giving me problems

Well did you use tabs or spaces? You should use 8 spaces then a -

I'd recommend you use a MySQL base instead, much easier. Everything is like an excel table.
what does mysql do? google isn't helping me
in that most recent pastebin your spacing is correct for the default group and the second group but then the others are still off
i redid the spacing but it is still saying that an internal error occurred

Remember to space it properly. The spacing goes by 4's. And learn inheritance. For your donors, I inherited all of them to Builder since they were the same.
