Ok so I switched from EssGM to PEX and I am having a bit for an issue.

I keep getting the error
[Server] SEVERE Ranking Error (console > Dragonlore): User are not in this ladder
And I am trying to figure out why I can't Promote myself to Owner and what I need to do to fix it. also can someone read over my permissions to let me know if everything seems ok?

Mainly I want to ensure that the Citizen coming on has basic Permissions and can't utilize Fly as well as other things that can give him an advantage like world edit and such...
