just install prefixfixer it works for me, also make sure you save the permissions.yml file manually every time before you restart the server.
It is not another plugin interferring, ignore that guy. You have just made a rank for the main world, and not a global rank.
Um no. All groups in pex are Global groups so it's definitely something else.

What permissions plugin are you using?
Well, from the title, he's using PEX. And wa70, what plugins are you using exactly? It definitely has to be another plugin interfering with PEX.
