PermissionsEX (Pex) Plugin Problem [HELP]

So the PermissionsEX plugin was good working, since yesterday. Two of our players just can't talk now for some reason. They have no ranks, even not guest. They're qualified as DEAD USERS. I tried several commands to give them a rank, but none worked! Help me please!

1. Make sure that guest is a group with 'default' rank.
2. Go to permissions.yml and look for their names and config.
3. Get rid of everything there.(their names and sub-config)
4. Make sure the guest rank has permissions for ModifyWorld(if it's enabled) chat. If it's not enabled ignore that step.
5. Reload the confing, and allow them to reconnect.
6. Done.

Can you post your config file in here? What error message do you get when you add them to a group?
Do you use worldguard? This could also be restricting them from talking if you setup regions that people can't type in.
