Perms Help *Reward Included*

Hey,
Me and my friend are buying a server and we know how to do everything but permissions, the most important of them all. I know how to use Group Manager perfectly but I know that with 1.3 coming out Group Manager won't work anymore (Please correct me if I am wrong on this). Whoever can set me up a permissions file with the groups like this...
User as default group prefix is &0[&fUser&0]&f
Donator as donations group prefix is &0[&eDonator&0]&f
Staff as administrating group prefix is &0[&3Staff&0]&f
Owner as me and him group prefix is &0[&6Owner&0]&f
I will add the nodes if you can show me how but I am pretty sure it is the same as group manager.
The reward is debatable BUT- staff on the server is %50 chance and the other %50 is getting donator for free and I will diamond everything you have posted on PMC and vote for any servers you want me to vote for.
