PEX players can't do anything unless they are op

On my server, players can't do anything. Literally nothing.
Here are the plugins that are probably affecting it
PermissionsEX
Modifyworld (this is needed with PEX)

Somebody please help!

I think I fixed it. Needed to set build:true

Wut...? Less buggy? PEX works exactly as it should in my experience.

The in game commands are far more intuitive too!

Have you given players the modifyworld permissions?
