Player cant open chests!!!??!?!?!?!?

Ok so I have my server setup for hunger games. I have permissionsex working fine to where people can join the game and etc. So when the game starts and people run the the chests unoped people cannot open the chests. It says "You are not permitted to interact with CHEST" I have tried many permission nodes such as modifyworld.interact.chest, or even select a region with modify edit and allow chest access. But it still says "You are not permitted to interact with CHEST" can anyone help me please this is driving me CrAzY!!!!!!!!!

give them build:true as a variable and then world guard the region with specific limitations not extending to chests.
