Players going in creative when their not allowed to

Ok If you want to make it so that V.I.P. rank doesn't have fly, you need to change the group it inherits. Right now V.I.P. Inherits every permission from Moderator rank. I assume you copied this permission list off the internet. If you want vip to not have those permissions, remove everything from the inheritance group and add the default permission group to it instead.
