Players losing all XP when logging out / Splash don't work.

So basically as soon as the players log out from the server they lose all their xp they gained in the session. So when they log back in. They have 0 xp.

Also, for some odd reason, splash potions don't work. When they are hit on the ground, the effect is not given to the player. Simply, nothing happens.

Any ideas on a fix?

Running bukkit 1.8.6

any plugins offer a setting for new players or returning players? Possibly essentials?

None at all.. Just for the sake of it. We are not running offline mode either. Online mode is enabled.
