I own a windows 7 with norton security checker and I have failed over and over to set up a sever. Cna some one please explain how to set one up in a very basic way, because I simply don't get how to do this.

Be more specific. Do you want to RENT a server or MAKE a server? If the answer is make, do you want it portforwarded or hamachi? Vanilla or bukkit? I can't help you in any way with the information you gave me.
