Please help, lag problem

According to a plugin I downloaded, I should have relatively little lag(I get 20 TPS). Unfortunately this isn't the case. Many people on my server say that the lag is, at sometimes, unbearable even with only 3 or 4 people on the server. My upload bandwidth is 1Mbps and my download is 8Mbps. I have also allocated 3GB of RAM to my server. Plugins don't seem to affect this problem much. Can anyone diagnose the problem. Any help is appreciated. BTW I'm hosting it on a Windows 7 x64 PC

While the internet connection is a bit bottleneck, that wouldn't cause any form of severe lag.

@OP
What are your computer specs? You may be overallocating RAM (a common mistake) to your mc server, especially if you are running a computer with Windows or Unix(mac) software. Mind posting your startup script, as well as computer specs?

You should have no problems hosting for the 3-4 people you have on your server with that internet speed and RAM. It's possible you haven't changed the default run path to the 64-bit version of Java, as the 32-bit Java will run by default unless you have changed it. How to change it below, if you don't know how.

You will need 64-bit Java for this, of course.

Click Start and right click 'Computer'
Choose 'Properties' from the menu
Click 'Advanced' or 'Advanced system settings'

ii) Click on Environment Variables.
iii) Under System Variables, scroll down, find 'Path' or 'PATH', and click on it.
iv) Click the Edit button and then scroll to the front of the edit window, and paste this:

C:\Program Files\Java\jre6\bin;

v) Click OK->OK->OK

To verify you are using 64-bit java, open minecraft or your minecraft server. Press CTRL+SHIFT+ESC to open the task manager. Find java.exe and right-click it and select properties. If the location is ' C:\Program Files\Java\jre6\bin;' then it is using the 64-bit version of java.

It's probably the fact of too slow internet connection; I'm not sure though. Check what you can host here: canihostaminecraftserver.com

EDIT: I checked on the website, and it says the max he can hold until it starts lagging is 3 players, so the internet connection is the problem!
