In your conf.json, on about line 164 fine " "territoryProtectedMaterials": ["
This blocks people from using the different things that follow that, in other peoples territories.
To allow the use of Chests, Buttons ect in other factions territories just remove the lines under " "territoryProtectedMaterials": [" that correspond to the thing you no longer want protected in faction claimed land.
