I need a plugin that allows me to set what world are pvp, and what worlds
are creative and so on

The easiest way to have multiple worlds with different inventories and gamemodes is Multiverse with the addon Multiverse-inventories.
With that you can create different worlds, and set the gamemode for each of them. With multiverse-inventories, you can have different inventories in different worlds. For example, if you give yourself a diamond in the creative world, it won't follow you back to the PvP world, but will appear again when you're back in the creative world.

Well with world guard you can create regions and set flags for PvP, Building, and other things like that!
