I have an idea for my factions server but I need some more information to make it happen.
1.) Can you make it so a faction can claim land without needing power? So for example there could be a faction with 0 power than claims some land and then another faction with 0 power could just come along and claim it instantly from them. I know it sounds an odd thing to want to do, but is it possible and if so, how?
2.) Are there any good pvp plugins that allow you to chose classes (not RPG type classes, im thinking more archer or swordsman, or just chose between starting with a bow or sword) or alternatively a plugin that would allow people to be rewarded for killing a member of an enemy faction?

I only have an answer for your second question. What you can do is set up kits with essentials for classes and allow players to use the command in only certain areas with world guard/world edit.
