Plugin Mods Not Working

Yes I'm back, I have my server Primal Fear up and running, the problem is none of the plugin mods now work. I've been spending my time trying to ask the host I use on their Discord, EnviroMC, about the issues I've been having. Sometimes they respond, sometimes they don't, and it's becoming a tedious back and forth where I'm googling information, trying to ask around, and ultimately having to come back here for answers.

So originally I was having issues getting mods to load in my 1.12.2 modpack and I do the manual method of pulling out mods and testing. After a few days, EnviroMC responded and told me the mod LoveCraft was causing issue, as well as Ancient Warfare 2. So I pulled out several mods along with them, trying to reduce how huge the mod list was, and then put only a few in like Biomes O' Plenty, Open Terrain Generator, and Bundle O Plenty. Now I asked EnviroMC if I needed to start a new world, but I never got a response on that so I had to google to the best of my ability.

I removed the world folder and the config folder, then I made sure to adjust settings for BOP and OTG, then I restarted the server from my console to start fresh files being uploaded. The mods now work, but not the plugins do not show. checked both my .minecraft and .technic folder in %appdata%, I checked both my dropbox and my EnviroMC console where the mods folder is: I made sure all the folders had the same version, which they all do, they're just not running. I've tried looking it up on Google, but the situations I find are for people who made plugins. I'm using bukkit plugins found on CurseForge specifically, list is of the following:
