Plugin to restrict items?

I want to run a factions server that's different from the rest. It will not have god items, so it's all down to the bare minimum. However, I need two plugins: One that will not let items such as tools and armor be given to players via staff, and one that will disable dispensers. This is so players recieve no help, and they get everything on there own. Thanks in advance.
