Plugin that allows only certain ranks or voters in an area?

I have been on a server where you can only enter an area if you voted or are a certain rank and I would really like to apply the same plugin on my very own server. Any idea of what the plugin is?

WorldGuard has regions that can be configured to only allow certain permission groups I believe. Check their Bukkit page to be sure.
