Popular server needs permission and plugin manager

Hi my name is deeks and i own a tekkit 2.1.0 server it is getting more popular, and with that i need permmisions setup ie let players use basic commands and and manage plugins as some players are reqesting why they cant use basic commands such as sethome and /back..
also i would like to set up a rank system for those players who are donating.
