I've tried to setup my own server but everytime I try to host the server on my IP it says 'can't bind port'. I've tried everything I could find. I tried removing my IP but then my friends couldn't join. I tried putting my IPv4 IP but that didn't work aswell. I tried making a static IP but that made me loose my internet connection. I've tried using programs to open my port and I've closed all java programs in task manager. No other program is using port 25565 and switching to another port doesn't make it work either. It keeps saying 'Failed to bind port'. My router is a UPC DOCSIS 3.0 (Dutch brand) and I run Windows 8.1. Please help, I would really appriciate it.

It's impossible to make your ip static, that is controlled by your ISP. Assuming you port forwarded correctly (which won't effect this issue), try simply restarting your computer. It's simple and has fixed that same issue before. Sometimes even though nothing is running there might be a java process still going that you might be able to see in task manager.
you need to do something called port forwarding to open your router ports if it still doesnt work just disable your pc firewall
