I am confused, because I get my server up, give my friend my IP, and then says it wont connect... Help me please!

You need to open port 25565 on your router.
Try the site portforward.com, click on your router, then click on Minecraft and it will give you detailed instructions on how to open the port.
You may need a port forwarding application for your computer, too. Search Google for "Port Forwarding Software <PC/Mac/Linux>" I use Port Map for Mac.
