Prison Mines Worldguard issues!

Help! I am starting up a prison server and the only issue I am having is world guard! I make a region around all of my mines and then when I make a region for A mine, it says I am not able to mine in it when i make myself default rank. I have tried parenting, set priority and just about everything! It will not work...Help!

Step1: make a global region its following tags: Build deny Pvp Deny Mob-spawning Deny
Step2: /rp priority global -1
Step3: set a region at the place were they -ACCUALY- mine not around the whole mine
Step4: /rg flag Amine build allow
