I need some help on my prison server. I'm having this problem where in my mines people are allowed to build and break while I only want them to build. I have seen lots of prison servers where this isn't the case and people can only break blocks in the mines. How?

Depending on if you are using a mine reset plugin for your mines region protection or not it's most likely a simple flag ^-^.
If you are using worldguard for your mines just add /rg flag (regioname) build allow for building. By default when protection a region though it auto defaults to no-build.
If you are using an mine-reset plugin they normally have a command or permission that allows them to break blocks/build.
