I forwarded my ports correctly on my server and when I enter my IP in the properties file and start the server it says "Is A Server Running On That Port" and I have no server running on it I tried 25565 and 25568 and a few other and it doesn't work and it only happens when I enter my IP witch I find on http://www.whatsmyip.org/ may someone help me and like I said before I'm not hosting any other server

Question...are you on Comcast? Comcast cable modems (the newer ones) have some...interesting issues with port forwarding. Like not working, at all.
never mind the IPv4 address wasn't correct now I fixed it and it works
Well, let's see. Say that address is 192.168.0.100 or 192.168.0.0 or 192.168.0.1... etc. You may have bound to a likely default gateway, I'm not sure because you blocked it out.

Mind posting a screenshot of your port forwarding? The other main obstacle most people must get around is allowing not only port 25565 through their firewall, but also allowing java connections as well.
If you use a router, just go into the config page of your router at (default) 192.168.0.1.
Depending on the type of router, the pages will be different.
if it asks for a specific computer ip, go to the command prompt, type ipconfig, and look for the 192.168.0.XXX. Type the XXX (should be a three numbers).
Changing the port that your server hosts on might help the problem.
That should get you started.

I've went by your tutorial before thought I had some fails and i didn't enter anything and it still doesn't work and I forwarded ports correctly and i'm 100% sure. Maybe it has to do with the firewall? Cause I use McAfee

Did you port foward TCP and UDP? You need both of those. And if it still doesn't work, try going to: Port Forward.com and choose your router to get more help.
