Problem with damage on server (paper 1.14.4)

no idea if this is the right place to post but im tryna do everything to fix this bug
ok this is a weird issue so i'll try to explain it the best i canwhen you have a sword, axe, pickaxe, hoe, shovel and trident it will say things like this (nbt data shown) well it still shows for everyone but its just a text, the weapon doesn't actually work the way its supposed to, for example when you hit a mob with any other item that does not have that text u do 0.5 hearts of damage, for some reason the same happens with swords and axes (only 0.5 hearts of damage) this is really annoying because u can't use things like the sharpness enchantment
