Problem with PermissionsEX?

I recently started a bukkit minecraft server and I wanted to install PermissionsEX to manage the players and make ranks. But for some reason, the prefixes don't show. I entered the prefixes exactly how it said and I set 'true' for ChatManager and I don't know what's wrong. Help?

Disable ChatManager and use EssentialsChat. If the prefixes don't appear with EssentialsChat, there's a setting in its config to display prefixes.
Can you include your permissions.yml and ChatManagers config.yml?
