Ok i am Co-owner on this server and we have factions but when we make a faction the faction name doesn't come up and when a new player joins they cant talk of any other rank unless your op? Plz help i really need it!

How does that make any sense?
Come up where? And also, are you sure that you've set up all your permissions correct?
