PVP Problem on server
Hi all, after trying for about an hour to fix this problem that's giving me a headache, I thought i'd come here.
Players on my server can only PvP with certain items (diamond swords etc)
however with other items (like hands, golden swords) you cannot damage another player. There is no error message when trying to do this.
Things i've tried
PVP enabled in server config
PVP enabled on worldguard
PVP enabled on multiverse
(I do not use essentials protect)
Any help would be appreciated as this is becoming painful

You should check what plugins and data packs you have.
In response to your theory - you were half correct as this was one of the statuses. A map we had imported to the server had command blocks looping a restoration, weakness, and saturation effect on it. I figured it out but yes, you were correct
Are the players somehow getting the weakness effect? This would explain it (it gives -4 attack damage so nothing less than 5 attack damage would work)
Try:
/gamerule pvp true

there's no such gamerule, so it wouldn't work
